Abstract

Language acquisition is frequently described as the learning of vocabulary, grammatical rules, and communicative conventions. This description identifies important outcomes but does not explain how learners construct the knowledge that makes novel language possible. Learners are not limited to reproducing sentences they have previously encountered. They detect recurring relationships, form expectations, extend familiar patterns to new cases, encounter evidence that challenges those extensions, and gradually reorganize their linguistic knowledge.

This paper examines rule formation as a dynamic process through which learners move from particular instances of language towards increasingly structured and context-sensitive generalizations. It distinguishes among descriptive regularities, pedagogical rules, consciously accessible explanations, and the internal representations that support language processing. The discussion integrates usage-based, cognitive, processing, skill-acquisition, sociocultural, and multilingual perspectives while recognizing that these traditions assign different roles to frequency, attention, explicit knowledge, interaction, and innate constraints.

A Provisional Rule Formation Cycle is proposed, consisting of linguistic encounter, pattern sensitivity, noticing, hypothesis formation, productive testing, feedback, restriction, and transfer. The model emphasizes that learner rules are temporary explanatory structures rather than incomplete copies of a finished grammar. Errors, overgeneralizations, self-corrections, and cross-linguistic comparisons can consequently provide evidence of developmental organization. The paper concludes that effective language education should combine rich contextualized input, opportunities for meaningful production, explicit reflection, comparison, feedback, and repeated application. The purpose of grammar instruction is not the mechanical transmission of rules but the development of flexible linguistic knowledge through which learners can interpret, generalize, revise, and communicate with increasing precision.

1. Introduction

Language learners encounter more expressions than they could ever memorize individually, yet they become capable of understanding and producing sentences they have not previously heard. This generative capacity requires some form of structured knowledge. Learners must identify relationships that extend beyond isolated examples and establish expectations about how linguistic forms combine, what meanings they express, and where their use is appropriate.

The concept of a rule appears to provide a straightforward explanation. Learners acquire rules and apply them to language. In practice, however, the term conceals several different phenomena. A rule may refer to a linguist’s description of a language, a simplified classroom explanation, a learner’s consciously stated generalization, or an internal representation that supports processing without being directly available to awareness. These meanings should not be treated as interchangeable.

A learner who says she goed home has not simply failed to learn the past tense. The form indicates that the learner has detected a productive relationship between past time and the ending -ed. The difficulty lies in extending the generalization to a verb whose past form is irregular. The error therefore reveals emerging structure.

A different learner may explain that irregular verbs do not take -ed but still produce goed during spontaneous speech. In this case, consciously accessible knowledge has not become reliably available under the processing conditions of communication. A third learner may use went correctly as part of a familiar expression without being able to explain why the form differs from regular verbs.

These examples show that rule formation cannot be reduced to either explanation or imitation. It involves relationships among exposure, frequency, categorization, analogy, attention, memory, communicative experience, prior linguistic knowledge, and opportunities for use.

This paper addresses the following central question:

How do learners construct, test, refine, and apply linguistic rules during language acquisition?

Four supporting questions guide the discussion:

  1. What is meant by a linguistic rule in acquisition research and educational practice?
  2. How do recurring examples become increasingly abstract linguistic patterns?
  3. What roles do implicit learning, explicit reflection, interaction, and previous languages play in rule formation?
  4. How can teaching support structured understanding without reducing language to decontextualized formulas?

The paper presents a conceptual synthesis rather than an empirical study. Its aim is to develop an account of rule formation that acknowledges theoretical disagreement while identifying processes relevant to educational practice.

2. What Counts as a Linguistic Rule?

The word rule is often used as though it referred to a single kind of knowledge. A more precise analysis requires several distinctions.

A descriptive rule represents a regularity identified through linguistic analysis. It attempts to explain how forms are conventionally organized within a language or variety. Such a rule is constructed by the analyst and may not correspond directly to what speakers consciously know.

A pedagogical rule is designed for teaching. It simplifies a linguistic relationship so that learners can recognize and use it at a particular stage. The familiar explanation that the present simple describes routines is pedagogically useful, but it is not an exhaustive description. The form can also express general statements, scheduled events, commentary, and other meanings.

An explicit learner rule is a generalization that the learner can consciously articulate. It may originate in instruction, personal observation, comparison, or feedback. Explicit rules vary in accuracy and completeness.

An implicit representation supports rapid comprehension and production without requiring the learner to state a principle consciously. Speakers may consistently recognize that one form is conventional while being unable to explain the relationship.

These categories overlap, but they should not be collapsed. The rule taught by a teacher may not be identical to the learner’s internal generalization. The learner’s explanation may not predict spontaneous performance. A linguist’s account may describe structures at a level of abstraction unsuitable for introductory education.

Rule formation in acquisition should therefore be understood as the progressive organization of linguistic experience. The relevant question is not merely whether a learner “knows the rule,” but what kind of knowledge is available, under which conditions, and for which communicative purposes.

3. From Linguistic Encounters to Recurring Patterns

Learners encounter language as situated expressions rather than as abstract grammatical systems. They hear particular speakers produce particular words in particular contexts. Repeated experience allows relationships to become recognizable.

A learner may initially acquire expressions such as:

  • I don’t know.
  • I don’t understand.
  • I don’t remember.

These sequences can first function as relatively complete units. With further exposure, the learner may identify a recurring frame:

I don’t + verb

The learner can then extend the structure:

  • I don’t agree.
  • I don’t believe it.
  • I don’t need help.

This movement from a fixed expression towards a partially variable pattern is an important form of generalization. Usage-based accounts describe grammatical development as emerging from recurring constructions, analogy, categorization, and sensitivity to distribution. Learners identify similarities among examples and form patterns whose scope expands through experience.

Frequency contributes to this process, but frequency is not a complete explanation. A highly frequent form may remain unnoticed when it carries little perceptual emphasis or when the general meaning is understandable without it. Less frequent forms may attract attention because they are surprising, contrastive, or explicitly highlighted.

Two kinds of frequency are especially relevant. Token frequency concerns how often a particular expression occurs. High token frequency can strengthen the accessibility of that expression. Type frequency concerns how many different items appear within a shared pattern. A construction encountered with many verbs may appear more productive than one restricted to a small lexical group.

Rule formation therefore depends not only on repetition but also on variation. Repeated identical examples can strengthen memory for a phrase, whereas varied examples reveal which parts are stable and which may change.

4. Abstraction and Generalization

A linguistic rule becomes productive when it supports interpretation or production beyond the examples from which it was formed. This requires abstraction.

Abstraction does not mean that learners erase all specific knowledge. Particular words, phrases, and familiar sentences remain important. More abstract patterns emerge in relation to these examples.

Consider:

  • She opened the door.
  • He opened the window.
  • They opened the box.

A learner can identify recurring relationships among an actor, an action, and an affected object. The specific participants vary, but the relational organization remains similar.

The development of abstraction may proceed through several levels:

  1. a remembered expression;
  2. a low-scope pattern connected with particular words;
  3. a broader construction;
  4. a more differentiated system of related constructions.

This development is rarely linear. Learners may construct an apparently broad rule and later restrict it. They may understand a general relationship while continuing to experience difficulty with particular lexical items. Some expressions remain highly formulaic even in advanced language use.

Generalization also depends on communicative meaning. Learners do not merely identify formal positions. They connect patterns with intentions, events, perspectives, and discourse functions. A construction becomes useful because it organizes a recognizable relationship.

For example, the passive voice cannot be understood fully as a mechanical reversal of active sentence order. It offers a way to reorganize attention, foreground an affected participant, background an actor, or represent an event when the agent is unknown or irrelevant.

The committee rejected the proposal.

The proposal was rejected.

The two sentences represent a similar event but organize information differently. A productive rule must connect structural form with this communicative difference.

5. The Provisional Nature of Learner Rules

Learner rules are provisional. They represent the best organization available to the learner at a particular stage rather than defective versions of a completed target system.

Early rules may be broad:

  • all past verbs take -ed;
  • every English sentence requires the order subject–verb–object;
  • the refers to something previously mentioned;
  • future meaning requires will.

Each generalization captures an important regularity, but each requires later refinement. Learners encounter irregular verbs, questions, passive structures, subordinate clauses, generic reference, scheduled events, conditional clauses, and alternative future constructions.

Development therefore involves both expansion and restriction. Learners discover that a pattern applies to more cases than initially expected, but they also learn where it does not apply.

A classroom rule should support this process rather than conceal it. When pedagogical explanations are presented as universally complete, later examples may appear to contradict what learners were taught. The learner may conclude that the language is illogical or that earlier learning was worthless.

A developmental approach presents rules as useful models with defined scope. The teacher may say that a rule accounts for the current examples and will later require further differentiation. This does not weaken the explanation. It establishes an intellectually responsible relationship between simplification and complexity.

6. Implicit Learning and Explicit Knowledge

Language acquisition involves knowledge that learners can discuss and knowledge that operates without conscious explanation. The relationship between these dimensions remains theoretically contested.

Implicit learning concerns sensitivity to regularities that develops without deliberate rule search or complete awareness of what has been learned. Learners may become faster at processing a familiar pattern or judge one form as more acceptable without being able to state a reason.

Explicit learning involves conscious attention, intentional analysis, and knowledge that can often be verbalized. Learners may study a rule, compare examples, or deliberately monitor their language.

Several positions have been proposed concerning the relationship between explicit and implicit knowledge. A strong interface position holds that consciously learned rules can become increasingly automatized through practice. A non-interface position treats the two knowledge types as products of substantially different systems and rejects a direct transformation. Weak-interface positions propose that explicit knowledge may support implicit development indirectly by directing attention, enabling noticing, influencing production, or helping learners detect differences between expectation and input.

The debate should not be reduced to the question of whether grammar explanation “works.” Explanation can improve performance on tasks that permit reflection. It can also help learners notice a distinction, edit writing, understand feedback, and organize later experience. These contributions are educationally significant even when explicit knowledge does not convert directly into implicit competence.

At the same time, the ability to explain a rule should not be treated as proof that acquisition is complete. Spontaneous communication requires rapid access under cognitive pressure. Knowledge that is available during an untimed exercise may not be accessible during conversation.

Structured learning therefore requires interaction between explanation and experience. Explicit knowledge can provide orientation, while repeated meaningful use develops accessibility and contextual sensitivity.

7. Attention and Noticing

Learners are exposed to more linguistic information than they can process fully. Attention influences which features become available for learning.

Noticing occurs when a learner registers a particular linguistic feature in the input or recognizes a difference between personal production and another form. The learner need not formulate a complete rule at that moment. Noticing makes the feature available for subsequent comparison and interpretation.

A learner may repeatedly encounter third-person singular -s without attending to it because the subject and verb already communicate the essential meaning. The inflection becomes more visible when it is contrasted with another form, emphasized in feedback, or connected with a recurring production difficulty.

Noticing can be encouraged through:

  • comparison of two formulations;
  • textual highlighting;
  • prediction before exposure;
  • feedback on learner output;
  • reconstruction tasks;
  • guided questions;
  • multilingual contrast.

Attention alone does not guarantee acquisition. Learners may notice a form without understanding its function, or understand an explanation without remembering the form later. The relationship among attention, memory, interpretation, and use remains complex.

Nevertheless, education can create conditions in which relevant patterns become more visible. The purpose is not to direct conscious attention towards every grammatical element simultaneously. Selective attention is more productive because working memory and processing capacity are limited.

8. Output as a Site of Rule Testing

Language production is not merely the final demonstration of knowledge. It can contribute to the development of knowledge.

During comprehension, learners may rely on context and vocabulary while leaving some grammatical relationships incompletely processed. Production creates different demands. The learner must select forms, arrange relationships, and commit to a particular representation.

This can reveal a gap between intention and available linguistic resources. A learner may know what they want to express but discover that they cannot distinguish clearly between two temporal relationships or construct the necessary clause.

Output can therefore encourage:

  • recognition of missing knowledge;
  • testing of grammatical hypotheses;
  • attention to form;
  • comparison with other speakers;
  • reformulation after feedback;
  • increased control over familiar patterns.

For example, a learner may attempt to describe an unrealized past alternative:

If I knew about the meeting, I would come.

The sentence contains recognizable conditional elements but does not represent the intended past relationship precisely. Comparison with:

If I had known about the meeting, I would have come.

may lead the learner to reconstruct the distinction among actual past events, hypothetical present situations, and unrealized past conditions.

The value lies not only in receiving the corrected form but in understanding how the revised structure reorganizes time and possibility.

9. Error as Evidence of Rule Formation

Errors are often classified according to deviation from a target form. From a developmental perspective, they can also provide evidence of the learner’s current system.

Some errors arise through overgeneralization:

  • goed;
  • childs;
  • informations.

Others reflect transfer from a previously acquired language, incomplete processing, lexical analogy, task pressure, or uncertainty about discourse conventions.

A single form does not always reveal its cause. The same error may result from different underlying processes. Diagnosis therefore requires context, recurrence, learner explanation, and comparison with other performance.

Errors also change in significance across developmental stages. A learner may initially avoid a structure, later attempt it inaccurately, and eventually develop greater control. An increase in visible errors can therefore accompany increased complexity and experimentation.

Correction should respond to this developmental organization. Not every deviation requires the same intervention. Useful questions include:

  • Does the form obstruct meaning?
  • Is it recurring?
  • Does it reflect an emerging generalization?
  • Is the learner prepared to understand the relevant distinction?
  • Is the form central to the current task or genre?
  • Would direct correction, comparison, or guided discovery be most appropriate?

The goal is not to preserve errors. It is to use them as evidence for more precise instructional decisions.

10. Processing Constraints and Developmental Readiness

Learners cannot necessarily acquire every structure immediately after explanation. Some grammatical relationships require the coordination of forms and processing procedures that develop gradually.

Processability perspectives emphasize that production depends on what learners can handle in real time. A learner may understand an advanced rule declaratively but remain unable to integrate it into spontaneous language because the required processing operations are not sufficiently developed.

This distinction helps explain why repeated explanation does not always produce stable use. The problem may not be unwillingness or lack of attention. The learner may require more experience with prerequisite relationships, lower processing pressure, or opportunities for staged practice.

Instruction can prepare learners for later development by increasing familiarity and directing attention, but it cannot assume that declarative understanding produces immediate procedural control.

Developmental readiness should not be interpreted rigidly. Learners differ in experience, literacy, language background, motivation, and cognitive resources. Nevertheless, the concept reminds educators that grammar learning involves reorganization over time rather than the instantaneous transfer of information.

11. Practice and the Development of Accessibility

Practice is important because linguistic knowledge must become available under changing conditions. However, not all practice produces the same kind of learning.

Mechanical repetition can strengthen a form but may connect it only weakly with meaning. Highly controlled exercises reduce processing demands and are useful for initial accuracy, yet successful performance may depend on cues built into the task.

Meaningful practice requires learners to select a form because it serves a communicative purpose. A learner describing completed research, ongoing work, and future plans must distinguish temporal relationships rather than insert verb forms into predetermined gaps.

Practice should vary across:

  • lexical content;
  • speakers and audiences;
  • communicative intentions;
  • written and spoken modes;
  • levels of planning;
  • genres and contexts;
  • comprehension and production.

Variation supports transfer. Learners begin to recognize that the same relationship can appear in different forms and that superficially similar forms may function differently.

Practice also contributes to speed and stability. A relationship that initially requires deliberate calculation may become more accessible after repeated use. This increased accessibility should not be confused automatically with implicit acquisition, but it has clear consequences for performance.

12. Interaction and Social Mediation

Rule formation does not occur only within an isolated individual. Learners participate in interactions in which meanings are negotiated, forms are reformulated, and interpretations are challenged.

An interlocutor may request clarification, repeat a learner’s sentence in another form, ask a question, or signal misunderstanding. These responses create evidence about the effectiveness of linguistic choices.

A learner who says:

Yesterday I go to the office.

may hear:

You went to the office yesterday?

The reformulation preserves the message while making another form available. Whether the learner notices and integrates it depends on attention, existing knowledge, and the communicative context.

Sociocultural perspectives emphasize that learning can develop through supported activity. A learner may initially solve a linguistic problem with guidance and later perform a comparable analysis independently. Support may include questions, prompts, examples, diagrams, or collaborative discussion.

The important transition is from regulation by others towards self-regulation. A learner first responds to external correction, later notices similar patterns independently, and eventually anticipates the distinction during production.

Interaction also reminds us that grammar is socially situated. Forms are not used only because they are structurally possible. Speakers choose among alternatives according to relationships, identities, institutional expectations, genres, and communicative goals.

13. Multilingual Knowledge and Cross-Linguistic Rule Formation

Additional-language learners already possess linguistic systems. Their prior knowledge shapes attention, interpretation, and expectation.

Transfer can facilitate learning when languages share relevant relationships. A learner familiar with grammatical gender, case marking, or aspect may recognize the general category more readily in another language.

Transfer can also produce non-target generalizations. Similar-looking forms may differ in meaning or distribution. A tense called “present perfect” in two languages may not be used in identical contexts. Languages may express definiteness, agency, politeness, or information structure through different combinations of grammar, vocabulary, and context.

Multilingual rule formation therefore requires more than translating a rule. Learners must establish:

  • whether a comparable distinction exists;
  • whether it is grammatically obligatory;
  • which form expresses it;
  • how widely the form applies;
  • which contextual factors influence selection;
  • where apparent equivalence becomes misleading.

Previous languages should not be represented only as sources of interference. They offer analytical categories and evidence for comparison. Learners can develop broader metalinguistic understanding by examining how languages organize shared conceptual relationships differently.

A multilingual learner is not constructing a new system in an empty cognitive space. New rules interact with existing patterns and may, in turn, influence how earlier languages are understood and used.

14. Rule Formation and Linguistic Variation

Rules are often taught through standardized forms, especially in academic and institutional education. Access to these conventions is important because learners may be evaluated according to them.

However, language is internally variable. Different regions, social groups, professions, genres, and communicative settings develop partly different patterns. A form may be conventional in conversation but restricted in formal writing. Another may be associated with a particular dialect rather than universally incorrect.

A critical account of rule formation must therefore distinguish among:

  • structural possibility;
  • frequency;
  • standardization;
  • genre convention;
  • social evaluation;
  • communicative effectiveness.

Learners need to know not only whether a form occurs, but where it occurs, how it is interpreted, and what consequences its use may have.

This does not make grammar instruction impossible. It makes contextual specification necessary. Instead of claiming that a form is always wrong, educators can explain that it is not conventional within the target academic genre or standardized variety being taught.

Such explanations preserve precision without presenting linguistic diversity as disorder.

15. The Provisional Rule Formation Cycle

The processes discussed above can be organized into a Provisional Rule Formation Cycle.

15.1 Linguistic Encounter

The learner encounters a form in meaningful speech, writing, interaction, or instruction. The form appears within a communicative context rather than as an isolated abstraction.

15.2 Pattern Sensitivity

Repeated or salient examples create expectations. The learner begins to recognize that particular elements occur together or express a recurring relationship.

This sensitivity may remain largely implicit.

15.3 Noticing and Comparison

Attention is directed towards the pattern. The learner compares examples, observes a contrast, or recognizes a difference between personal output and available input.

15.4 Hypothesis Formation

The learner constructs a provisional generalization about the pattern’s form, meaning, or distribution.

The hypothesis may be consciously articulated or reflected indirectly through production.

15.5 Productive Testing

The learner applies the pattern to a new case. This tests whether the generalization extends beyond the original examples.

15.6 Feedback and Evidence

The learner encounters communicative success, misunderstanding, correction, counterexamples, or contrasting usage. This evidence confirms some parts of the rule and challenges others.

15.7 Restriction and Differentiation

The learner refines the generalization. Exceptions are integrated, competing forms are distinguished, and contextual conditions become clearer.

15.8 Consolidation and Transfer

The rule is used across new topics, lexical items, genres, and communicative situations. Repeated use increases accessibility, while further encounters may initiate another cycle of refinement.

The cycle is not fixed or universally sequential. Explicit instruction may introduce a hypothesis before extensive exposure. Learners may recognize a pattern without conscious noticing, or feedback may reveal that the original interpretation of the task was inaccurate.

The model’s purpose is to represent rule formation as iterative reconstruction rather than linear accumulation.

16. Pedagogical Implications

A pedagogy of rule formation should connect examples, explanations, production, and revision.

Contextualized examples

Rules should emerge from language that performs a recognizable communicative function. Context helps learners understand why a distinction matters.

Guided comparison

Learners can examine several examples and identify what remains stable, what changes, and how interpretation is affected.

Provisional explanations

Pedagogical rules should be concise but presented with an appropriate indication of scope. Learners should understand that later examples may require refinement.

Prediction and hypothesis testing

Learners can predict a form, justify the choice, and compare it with authentic usage. The difference becomes material for analysis.

Meaningful production

Tasks should require learners to select structures in order to express actual relationships rather than merely reproduce visible cues.

Selective feedback

Feedback should focus on recurring, meaning-relevant, or developmentally appropriate patterns. The learner should participate in revision whenever sufficient knowledge is available.

Cross-linguistic comparison

Multilingual learners can compare how their languages represent time, agency, reference, certainty, and information. Both similarity and non-equivalence should be examined.

Delayed transfer

A rule should be revisited in a different task or genre. Immediate success within the original exercise provides limited evidence of durable learning.

17. Critical Discussion

No single theoretical tradition fully explains rule formation.

Usage-based approaches provide a strong account of how recurring experience, frequency, categorization, analogy, and construction learning can support the emergence of grammatical patterns. Their strength lies in connecting language knowledge with actual usage. A continuing challenge concerns how highly abstract, infrequent, or weakly represented relationships are learned.

Generative approaches emphasize the complexity of linguistic knowledge and question whether exposure and general cognitive processes alone provide a sufficient explanation. Their strength lies in taking the abstract organization of grammar seriously. Their representations, however, may remain distant from the conscious rules used in education and from the social contexts of language development.

Skill-acquisition accounts explain how declarative knowledge and practice can contribute to increasingly efficient performance. They are especially relevant to instructed adult learning. A limitation is that automatized performance should not automatically be equated with the implicit linguistic competence described in other traditions.

Processing perspectives show that learners must extract form–meaning relationships under limited attentional conditions. They explain why some features remain difficult despite frequent exposure. However, processing accounts do not independently explain every aspect of the resulting linguistic representation.

Sociocultural approaches emphasize mediation, collaborative activity, and the movement from supported to independent performance. They make visible the social organization of learning but may require integration with more detailed accounts of linguistic representation and processing.

A productive conceptual position should not erase these differences. It should recognize that rule formation involves several analytical levels:

  • properties of the linguistic system;
  • distributional structure of the input;
  • attention and memory;
  • learner hypotheses;
  • processing accessibility;
  • social interaction;
  • educational mediation;
  • multilingual experience.

Theoretical disagreement often arises because different traditions explain different parts of this complex process.

18. Limitations and Research Directions

The Provisional Rule Formation Cycle is a conceptual model and requires empirical evaluation. Its stages should not be treated as a universal developmental sequence.

Research should examine how rule formation differs across grammatical structures. A transparent, frequent relationship may develop differently from an infrequent form whose meaning is difficult to perceive.

Further investigation is also required into the relationship between learners’ verbal explanations and their online processing. The ability to state a rule may not correspond to rapid interpretation or spontaneous use.

Longitudinal studies are needed because short-term exercise performance can overestimate acquisition. Research should examine whether learners transfer distinctions across time, tasks, genres, and communicative settings.

Multilingual research should explore how rules are compared and reorganized across more than two languages. Studies must avoid assuming that the first acquired language is always the only or strongest source of transfer.

Finally, digital language tools create new questions. Automated correction can supply target forms immediately, but it may reduce the learner’s participation in hypothesis formation and revision. Research should distinguish between improvement of a particular text and development of the learner’s linguistic system.

19. Conclusion

Language acquisition involves the construction of structured expectations from linguistic experience. Learners encounter particular expressions, recognize recurring relationships, form provisional rules, apply them to new cases, and revise them when further evidence reveals their limitations.

Rules are not uniform objects. A pedagogical explanation, a learner’s conscious generalization, a linguist’s description, and the representation supporting spontaneous processing may differ substantially. Claims that a learner knows or does not know a rule should therefore specify the kind of knowledge and the conditions under which it is demonstrated.

Pattern recognition provides the experiential basis for generalization, but frequency alone does not ensure understanding. Attention, salience, meaning, prior knowledge, and variation influence what learners detect. Explicit explanation can make relationships visible and support reflection, but the ability to describe a rule does not guarantee fluent use.

Errors and overgeneralizations are central to this developmental process. They often show that learners are actively constructing a system rather than reproducing language mechanically. Corrective feedback becomes most valuable when it helps learners reconstruct the relationship behind the error and transfer the revised understanding to another context.

Multilingual learners bring existing systems of linguistic knowledge into every new acquisition process. These systems may facilitate recognition, produce inaccurate analogies, or support deeper comparison. Previous languages should therefore be treated as intellectual resources as well as possible sources of transfer.

The Provisional Rule Formation Cycle proposed in this paper presents acquisition as movement through encounter, pattern sensitivity, noticing, hypothesis formation, productive testing, feedback, restriction, and transfer. It emphasizes that linguistic knowledge remains open to reorganization as learners encounter new forms, meanings, genres, and communities.

The purpose of grammar education is consequently not to deliver a complete set of rules for mechanical application. It is to create conditions in which learners can identify regularities, understand their communicative significance, test their limits, and develop increasingly flexible control over language.
